to give u a nice breakdown
Story
-Fallout has a more personal and engaging story while the witcher has better writing and probably a better story overall if you had played previous witcher games and know the lore, however if u dont id say its probably harder to care about those characters
Technical issues
-They have both launched with their fair share of glitches and framerate problems however i feel they are generally overstated as i didnt run into any big problems in either games, 70 plus hours for each
Graphics
-Id say from a technical perspective witcher and from an art style fallout
Gameplay
-this one has to go to fallout for me, the gun play has been greatly improved and vats is always fun to use, the combat was probably one of the weaker aspects of the witcher for me, it's okay but it is pretty button mashy also the crafting is vastly superior in fallout and the settlement building is a great new addition
Rpg system
-they are both pretty similar as you can choose to level up one thing everytime you level up, however id say fallout is much more versatile, as u can have a speech character a melee character so on and so forth.
World
-i think bethesda is unmatched in open world design , there are no other games i can really sink so much time into and feel like the hours have just flown by, their worlds are both locked behind loading screens, bethesda for buildings and witcher for parts of the map, which is why i think fo4 is superior for exploring.
All in all I'd say fallout is a better game because it is simply the better one to play, an example id use is i think saints row 2 is a better game then gta 4 as it is simply the better one to play, gta maybe prettier, more polished and have better writing but it just isnt as fun as saints row 2, and thats y i can see myself returning to fallout for a second playthrough and not witcher
