I've played both at some length; my vote easily goes to The Witcher 3. People complaining about the controls are just used to games that are too simple (like Skyrim and Fallout...).
Get TW3 now and enjoy the best RPG of the generation (imo) and wait for Fallout 4 and perhaps they've even fixed it by the time you get it.

Exactly this.

I don't understand the complaints some here have with the controls (and some of those complaints comes from people I doubt have played the actual game in the first place, but that's an other story). Controls are tight, and some battles are really challenging on higher difficulties. You need to be smart and patient with some enemies, carefully using your potions, bombs, oils and signs, along with waiting for the right opening for swordplay.

The Witcher 3 stands easily at the top of this gen's RPG list. It might not allow you to do as many useless things as in Fallout 4, but what it does, and the way it does it, is damn near flawless. Plus, the main story is actually really compelling compared to Fallout 4, and its side quest are all fleshed out in unique ways, with proper backstory, and many of them affects the rest of the game in some capacity depending on the way you handle things.

Truly a masterpiece, and a great achievement for CD Project RED, especially considering it is their very first open world game yet they managed to outclass just about every other devs with long track record of making such games.

Well, I´m the only one that has said that so this is pretty obviously a false accusation against me only because I found TW3 controls boring. I have The Witcher 3, I don´t like it, I have Fallout 4, I like it. Get over it. Controls are weak, combat is dull, and I´m not the only one who thinks that, it was one of the most criticized things about the game, if some cool sidequests made you forget about it, cool for you, It didn´t for me, but don´t accuse me of nothing just because I've enjoyed the other more, and not only because the controls, I found F4 being a much better open world over all.
