Nope, SEGA's involvement is just recent. Shenmue 3 is being developed at Ys Net of KS funds.

 

They will most likely be doing the remasters and would not be shocked if they took over some of publishing duties and paid rest of development.

Yes, but they were going to intervene at one point or another. Aside for Sonic Boom Fire and Ice, Shenmue 3 is the biggest game coming out, and it is a classic Sega IP, they wouldn't just ignore it.

originally speaking, SEGA had no involvement in Shenmue 3 other than letting Suzuki use the IP. Its very similar to Bayonetta and Nintendo; SEGA owns Bayonetta but was not involved in Bayo2  development.

SEGA has a renewed interest in revive its good name, and they even said Shenmue 3 along with Atlus, and Yakuza 0 in China are the inspiration. SEGA's recent steps to be involved in THIER IP, is like a father who realizes, "I gotta pay child support because thats my kid"
