The only problem would be the storage capacity of the handheld part. If it can play HC games, the thing would need to an storage of 500gb-1Tb at least, and I don't know how to do that and keep the price intact.

Well, have it come with a memory card (small and cheap enough to get it out the door) But have it to where you can buy any 
off the shelf card to add memory. You can get SD cards fairly cheap (like you said).  And hell, have it use the same card your 3DS has (which I already got a 50 gig) and you'll already have a good start. If what most people are going to download are patches, updates, and dlc you shouldn't need that much memory. If we're talking entire games though, it might go through a few cards, lol. Hell, it may be cheaper just to get the physical game on a card. If the games are streamed however might be a good way to curb that (instead of downloaded).
