Depends on the game. For high paced games, the added fps allows for smoother button input which really helps make the gameplay smoother. Games like smash bros, halo, or cod are examples where quick button input precision is needed for high level play. This is why smash bros on the 3ds has items move at 30 fps whereas characters are closest to 60 fps, it really make a difference. For other games like uncharted, framerate isn't critical, but it is nice for better cinematic effect. Things look and feel smoother. But it's not a bad thing for some games to have 30 fps
