Either Zelda or Persona 5, but I'm not 100% certain either will come in 2016. I'd give Persona 5 about a 75% chance and Zelda a 50% chance of coming out next year.
I don't think Uncharted 4 will score as highly, because, regardless of how good it is as an Uncharted game, it will be seen as a step back from The Last of Us. That said, if neither of the two aforementioned come out next year, it will probably score the highest.
Still, games like Gears of War and Uncharted are going out of fashion.
