Agreed, just because Cloud is being added to smash/potential amiibo, does not mean that the WiiU or NX will receive the remake or any version of FF7 for that matter.
What it does mean however is that Nintendo are slowly opening up to licensing opportunities to keep the revenue stream flowing, something they pretty much have to do because they don't have enough of their own well known game characters to keep Amiibo relevant in the longterm if they don't license third party characters too.
They've released, what, 6 versions of mario now? standard, smash, gold, silver, 8bit color a, 8bit color b? just how many versions of the same characters do people think Nintendo can put out before sales take a nosedive? - Licensing other characters and putting those characters in games like smash is a way to keep Amiibo relevant.
It should NOT be taken as indication of future games coming to the system, not unless you like dissapointment.
