You are late... they already did free part of the 2 CPUs cores used by the system to games in the November 2014 SDK (http://www.eurogamer.net/articles/digitalfoundry-2015-microsoft-gives-more-cpu-power-to-xbox-one-developers-blog)... only one CPU core is used by the system when playing game.
They are removing now useless features to free up more resourse... it happens for all consoles.
