The issue looks like the HDD not being faster enough to stream the asset to the memory in time to the GPU render the fps... so if the HDD is faster the issue disappeared.
While both have fps drops due others things... the freeze waiting the HDD stream only happens on Xbone.
That is why I'm make the question why the Xbone's HDD is slower? If it was a bug then the change of HDD won't fix it.
