This minor resolution decrease would not be enough for a jump from 30 to 60 FPS. More like stuttering 30 to almost steady 30, but only if the game is GPU bound and framerate does not rely heavily on the CPU
For 60 FPS a resolution decrease to 720p would be necessary or decreasing graphics details/effects.
But we will not see it... some people in this thread seems perfectly fine even with sub 30 FPS and these are the people who buy games like Fallout 4.
