When ever you have a hugely inconsistent framerate (as opposed to one thats consistently low), Its safe to assume that a resolution drop isn't really going to solve it.
And @Tachikoma seems to know what She's talking about.
Logically thinking, if it was as simple as dropping the resolution I'm sure most developers would. Quite a few big last gen games like COD were not even native HD.
