Well, console generations are defined by release dates and not by power. And PCs are generally outside of console generations.
About the graphics discussion: we'd need a Crytek or CD Projekt Red PC exclusive to see the potential of today's hardware. Multiplats usually have consoles as lead platform and are holding PCs back.
