Phil is not an engineer. I know people like to praise him for everything, but he would have had no part of the internals.

He probably wouldn't be involved in the specifics (unless he's qualified too), but he'd certainly have a voice in the general hardware design goals of the system.


That's basically it.

There's an anecdote of the Sega boss stomping into the hardware development and yelling that they'd done everything wrong after Sony had shown of the Playstation on japanese TV.

It's not like designing the actual hardware but making basic decisions like 'no i want more graphics power' or 'yes, we build a gaming console'.
