If you already have the game, your interest in playing it again is low. If you don't already have the game then you were clearly not so interested in it in the current generation to go out and buy it and play it, it might be a game you would like to play, but it's on your B-list most likely. Therefore it is much better to put out new gen games that will interest you than put effort into delivering b/c.
PSNow allows you to pay $2 to play a game you kinda think you might like for a day or a few hours or whatever and if you don;t like it, that's only $2 wasted, if you do like it, you'll pay more and play it to the extent you want and probably wind up paying about as much as you would if you went out and bought the game new at its current retail price.
There are good points to both mechanisms for delivering last gen games on current gen consoles and one is not clearly better than the other by an objective significant margin. Ultimately the market will decide which option is better and more importantly whether it actually matters to enough gamers to make a difference. I suspect most gamers don't really care all that much for it to affect their hardware buying decision. It certainly hasn;t given me any buyer's remorse for picking PS4 before either of these services we announced.
