For the console that is way behind in sales the only option is chequebook exclusivity. For the console that is way out in front there is no need to get the chequebook out because it's probably really hard to get a tangible benefit from spending more money on exclusivity when you are already far outselling anyone else. But if a publisher approaches you then offering other non-financial assistance is good for both parties. Most western 3rd parties know that they do benefit quite a bit in a generation where PS is on top, but they also see that an actual hardware monopoly is bad. So they support at least one minor platform for most games, and all of the really big games. And besides, if it costs 100K game sales to make a port to a minor platform and they sell 250K+ games for that platform then the minor platform release is a financial success and contributes to the profitability of a game.
