Well the games are a hit over there, if only because people from across the continent show up as there's only a few games a year. I'm not sure what they're trying to do, though, as it would be far too difficult to actually put a team there for two primary reasons:

1. The travel time would be irritating.
2. The European team would not be able to compete for financial reasons, as players would lose far more to taxation/currency exchange etc than they would if they played only in the US (state taxes already make a difference). They'd have to pay the best players a lot more than other teams.

Maybe the NFL could allow them a larger cap, but it all seems rather unlikely... Maybe this is just an effort to sell merchandise and get Europeans to buy their sunday ticket package.
