I thought the same thing.
I think it's good that they finally dropped it, it seems that the program only managed to succeed in creating a number of social issues. It's debatable if the One Child Policy was necessary to contain China's population growth. When the Policy was implemented in 1980, the birthrate had dropped down to 2.71 from a max of 6.16 in 1965. A trend of collapsing fertility rates from the same time period was also observed in Vietnam, Thailand and South Korea. The current fertility rate (2013) in China is 1.67, higher than Japan's 1.43 and lower than the US' 1.87. The continued downward slope trend in China has also been caused by increased urbanization which tends to coincide with lower fertility rates so I'm doubtful that scrapping the policy will have much of an impact on China's overall growth. However it's important to consider that China has an unbalanced sex ratio so it's tough to say what will happen.
Interestingly enough, apparently since at least 2007, the majority of the population was not even subject to the One Child Policy. But I'm not sure on how reliable this source is.
