I put upwards of 20 hours into Fallout 3 between 2008 and 2009 and watched friends play it even longer in the same time frame and could never figure out why they liked it so much. I tried, I really did, but it does so many things poorly. And I understand that a game can be good even if I don't like it, there are plenty of games that I don't enjoy but I can see why other people do. Fallout 3 just didn't come off as a good game to me.

I am genuinely asking here, what made Fallout 3 such a good game?

Be who you want do what you want...bethesdas games are really unprecedented in freedom, there really are no better games where you can just.. go, create your character and just go. So it really depends what you value in a game, yea the combat isnt great and the game is clunky overall but the real value is the freedom and sure some people are turned off/intimidated by that, where others extremely value it. You really define your character, through the s.p.e.c.i.a.l system, and then the skill and perk system and then you have tons of choices to make and ways to go about doing certain missions, exploring the game and finding all these random things in the world, and that freedom is really the fun and thats y most ppl overlook the other things. However to bethesdas credit they seem to be improving in the areas where theyve always lacked, for instance fallouts 4s gunplay is said to be greatly improved and now with a voice character that can really help with storytelling, so I'd prob check it out if I were you.
