No that would be illegal. Such a clause cannot be "wholesale", it can only restrict you to specific company work. For example, if Konami/Kojiima were working on making paperclips, then Kojima cannot work/start making paperclips (since it is assumed that he would use insights gained before leaving).

What is very dubious is the supposed duration of the clause. Usually such clauses last 1..3 years, not just a few weeks. It does strangely sound more like paid (forced) holidays for a few weeks. I don't think Konami would risk issueing such a ridiculous statement if they had fired him wholesale (firing someone in Japan is a diffcult thing anyways).
