There is absolutely no way all of Fallout 4 will fit on a single DVD. I'm guessing they probably split it up, and the DVD contains a compressed version of most of the assets, while the rest is probably downloaded via an installer that may be the "other data". They're spot on with the pretty tiny market for physical PC games though.
I mean, New Vegas is about 10GB. No way is Fallout 4 going to magically be less than that, or be able to be completely compressed down to fitting on a DVD.
