No. PSV already has a huge chunk of the Minecraft audience in Japan, and due to the larger install base it will likely sell better on there. Maybe 1m combined though (although I'm still doubtful, since DQH barely managed 1m on PS3+PS4).
I think the PS4's first million seller in Japan will be FFXV.
