Sony have always used Gamescom to push new titles/new IP's more than e3. Depending on people's definition of AAA, Gamescom 2013 and 2014 far exceeded their respective years E3's.

Umm no, Sony has always used Gamescom to announce smaller-mid ranged, stranger titles. Shu even admited that in the recent Greg Milller PS podcast.

I didn't say they didn't.  Just that Gamescom has been for new titles and new ip's primarily, and most of the time exceeds e3.

e.g. E3 2013. Sony announced one new retail game coming to PS4 (the order 1886, and by announced i mean, it was not previously announced)
The same years gamescom had almost 10 new titles, including everybody gone rapture, rime, shadow of the beast etc.
