By the time that became apparent, it was definitely far too late for Sony to do anything about it.

People forget that the PSP was also $249 and went on to do 80 million. And that Sony priced the Vita exactly as Nintendo had the 3DS. Yes of course the added cost ofthe memory card was an issue but the original price of $249 did indeed seem viable at one stage.

Its just that it was too late when the Vita launched because it was around the time tablets/ phones were seeing quick advances in tech and price points. 

At least in the Eurozone the PSP was less expensive (249€ -> 299€). When the PS Vita released Nintendo already did the price drop for the 3DS - down to 170€. Twice the price of the direct competitor - considering the costly memory cards - and changing market condition, then to say the price never was an issue... well. It wasn't until the price cut for Nintendos 3DS the sales numbers went considerably up.
