I can't help but wonder how anyone with even basic knowledge about the theory of evolution could come up with something like that. Honestly sounds like a strawman from someone trying to discredit it more than anything else. That, or you seriously misheard something.
Feel like giving more context before we bash this person we've never heard of even more?
