I dont know about Yoru being 10fps, but I've only had about an hour of gameplay. I do agree it's not an optimized port visually or performace wise.
If the game looked sub par when compared to other vita games yet performed well than I would have had no problem, but not only does the game look average at best on vita, but the performance is sub par too. Still I'm not too bothered by it so far. It just feels weird when switching between Xanadu and Yoru (visually and performance).
I just hope the vita version sells well enough in japan to warrant a patch or 2.
