It's not like that's the max, for the record. There were added "slots" that they've found in one patch that weren't present in the one before. Safe bet is that these are lined up for the next update, and because they're coming out so soon after it ended, would not have been based on the ballot. So these are requests so overwhelming that Sakurai and co. started right away.
Now time for my guesses: I'm gonna pick four, from least to most likely. Ice Climbers (probably not because Sakurai hates fun and because the puppet rep they replaced them with is still top tier); K. Rool (the copyright out of nowhere wouldn't be for just a Mii costume, and if he were the villain of DKC6 they'd probably wanna promote him here too); Wolf (I was expecting them to hold him off until January for cross promotion); and Shovel Knight (the amiibo makes this a guarantee in my eyes).
