To match this I got you the Noctua D15. You will not find better cooling at lower noise unless you build your own. Noctua are hands down the best cooler manufacturers with great support to boot.

Thermalrights? Be Quiet?  i would say Thermalrights Silver Arrow IB-E beats the D15, is cheaper, and you can use normal ram

But have you seen Noctua coolers?

Not saying that there aren't some coolers that are maybe a bit cooler or quieter but the DH15 is the best package overall. Great cooling, low fan noise, great and easy installation, great support, overall great worksmanship.

This is the first test I could find. http://www.kitguru.net/components/cooling/henry-butt/thermalright-silver-arrow-ib-e-cpu-cooler-review/6/

Do you have a test where the Silver Arrow beats the D15?

not in english... the arrow beats the d15 if you go higher in powerintake
