Why would they leave out X1 and PC? That's a significant market.
They'd only consider that if Sony would pay a huge sum for exclusivity, and/or if the game isn't the kind of big-budget production that R* is known for. Both seem unlikely.
The PS4 might sell very well, but this isn't the PS2 era anymore. PC gaming is popular now, and while X1 isn't selling as well as PS4 it's still a significant market. R* would be mad to skip that market, and Sony would be mad to buy this market out.
