Yeah. Nah. You aren't getting 16k resolution texture mods. You aren't getting re-written shaders for better lighting and other effects.
You aren't getting remade models that are more geometrically detailled... Heck. I wouldn't be surprised if the Mods ended up being paid on console, the one's that pass Bethesda's testing of course.
Then you have the fact that Bethesda never really supports their games over a long term, so once interest wanes, I doubt they will update the mod list.

Consoles are a fixed platform, with zero performance upgrades, ever. - You cannot allow modders free reign to add performance degrading mods for better visuals and the like, the PC can get away with it due to it's hardware advantage.
