Why not both?
The Vita had a lot of hype before release, but the price and memory cards killed its momentum. The marketing also sucked, and Sony pretty much neglated the Vita in gaming events aside from maybe the 1st year. Once it became apparent that Sony wasn't paying much attention to the Vita, 3rd party followed suit.
Mobile gaming is pretty self-explanitory. The casuals can get many addicting games for free, and can play them in short sessions. Then, they can share and interact with their Facebook friends about it.
