Some games does, some games doesn't. AAA games are usually less effected by this.

This unique situation is likely due to drastically different culture. In culture dominated by anime, voice actors pretty much replaces actor. This explains why Japanese have 'Star' voice actors when western pretty much has none.

Some of them might be familiar to you even, like Otsuka Akio (MGS Solid-Solidus-Naked Snake) and Wakamoto Norio (Castlevania Dracula). They are both more famous as an Anime voice actor though.
