Well, Sony could have put 1 or 2Tb HDD, but then a good chance of the console costing 450-500 would existe... and even though for us it isn't really a problem it would probably have impacted PS4 sales a lot, a lot more than insatisfaction with 500Gb may have caused... but yes sony could always had launched with 1Tb and 2Tb options.
