Inafune is the director of the game. How can he be done if the game isnt done?

Because he's the director.  He's not intimately involved in every aspect of development.  He may check in on the team, but he's not going to be doing things like debugging.  If he is still involved, which is likely, his responsibilities at this point aren't going to be a full time thing.  It doesn't make sense for this to be the only thing he's working on.
