Education and infrastructure should be considered an integral part of a welfare state lol. They aren't two separate things :-p

What he meant to say is that investiments in ports, motorways and public transport should have a bigger share of the goverment budget. That's not really welfare. He wants his goverment to invest in the economy, instead of giving benefits to poor families.
