Look here to see how it will work. Thats the allready working European league. I rewrote the bot so it can handle multiple leagues (of multiple games). I hope enough Americans are intrested. first we need at least 2 admins. In Mario Kart you can do "private" rooms, so you are only racing against VGC users.
