It was open world, but not in the sense of GTA 3 etc (remembering that nothing like that existed at the time). It was cut down into smaller segments with loading screens. But you could go anywhere you wanted, whenever you wanted (before 9pm was it? hahah!) and do what you wanted (go to the arcade etc.).

Open World was very much in it's infancy at the time and the Dreamcast was the first system really with enough clout to properly run it.

I remember it being ope nworld, but not an RPG. Besides, Body Harvest exists, you know.
