It's a symptom of a much greater problem. Should we have left Gaddafi in power and not assisted the Syrian rebels? Quite possibly. Although undemocratic and strict, conditions in Syria and Libya look like Paradise compared to the war torn remains that is there now.
There is only so much room in Europe. What about the UN taking over a large area of IS controlled land and setting up a free democratic state? It could be for Refugees in unstable countries.
