A game written from the ground up for specific hardware clearly is more likely to max out the performance of that hardware and utilise all its good features. Even the humble wii had some stellar games due to its motion controller. The PS3 had some games with amazing pre-rendered video at 1080p quality that could not be stored on a DVD disc of the 360.
By contrast a multi-format game is developed so it can be run on multiple consoles despite each console having weak parts of its specification so the end result may have many design compromises.
