I don't remember frame-rate being much of a sticking point for critics. From what i can remember the primary criticisms against it were that it didn't feel finished, didn't do much 'new', and that the online was a mess.

60fps is nice, but there are plenty of 30fps racers that are loved by both critics and fans (FH2 being a notable recent example). It's primarily sims where frame-rate becomes a sticking point for many.
