60fps>30fps in racing games.
That said, neither Drive CLub nor Forza Horizon 2 feel or play actually bad. Just not as fluid as a 60fps racing game.
Does Drive Club and especially it's weather look better? Yes.
I'd clearly prefer 60fps over eyecandy though.
That said, Forza 6 should get rain for every track.
