Yes 60fps looks more fluently, yet sense of speed is better and handling is more responsive in DC 30fps vs Project cars 60fps. It's arguable indeed, as in I prefer track racers. Open world is more for check list racing, not real racing.
Gran Turismo will work fine at 30 fps, most people race in street cars, no need for 60 fps. The red bull x1 might be a bit tricky at 30fps, yet a honda civic, 30 fps is fine. But it would indeed be unacceptable in public opinion.
I prefer when sense of speed and responsive handling is a priority. Many racing games manage to screw that up regardless of 30 or 60fps.
