Fair enough, but cars are mainstream and drunk driving is a huge cause of deaths in the US so it's not as if after people get their liscence they always drive saftley. Some people just rush to where they have to go be that work or a meeting. Also, if a 3D printing liscence is as easy as car liscense it only proves my point more.

As I stated above you would really need a lot of police technology on the thing like passkeys, always online, and gun recongition software. Of course the shooter will probably look up a youtube video of how to hack his 3D printer and bypass the security system. This is assuming that this issue is even adressed when they go into production for commercial use because the average person isn't going to make guns with the intent of killing people.
