Uh, content being made DURING development is actually taking content away from the game. Content made after development is typipcally stuff made... you know, after development. Whether it was ripped from the retail game or not depends on the dev and publisher.
In the case of Witcher 3, as the retail game launched with loads upon loads of high quality well made content day one, we can safely assume the DLC was not ripped from the game. Where as with something like Destiny, we can look at the publisher, look at the lack of content in the base game and make the safe assumption preorder bonuses and DLC were taken out of the game.
Also, I don't think people are bitching about this simply because they are making "free DLC for preorders". It's basically because they don't like the manner in which the content is being given out, in reward tiers like a kickstarter. Even though this has been done for years on Steam. Like any other "issue" with content or DRM, the level of care from gamers depends solely on their interest in the title. For example, you see much less vitriol over MGSV's microtransactions.
