So your not actually getting a Physical Retail copy of the game but instead a Steam DRM CD Key. Well I hope they plastered "Online connection required" all over the box art or I could see some very angry customers and a few court cases.

Most physical PC games now require Steam activation to use the software. They just have it in tiny small print at the bottom that online activation is required.

Having to download the game itself too though, just now completely kills any point of a physical release as you still have to do the downloading yourself.

I only buy physical PC games now if they're cheaper than they are on steam in a clearance sale or whatever. I just use the steam code and download the game itself.
