Essentially this is basically like convicting everyone of a crime without a trial. The evidence would indicate that many are guilty, but some may have just cause, some may be falsely accused, some may have other valid reasons. And some victims might rather not press charges, and that's their right. The kind of action this hacker has taken is blind, dictator-like, stupid and against human rights.
