I can only provide anecdotal evidence, i.e. what I'm seeing here in Hiroshima.
And I see that most retailers who sell used games have much more PS4 titles than Wii U games.
Make of that what you will.
Maybe lots of Japanese people use PSPlus? In that case you don't really need any physical games right from the start.
