I expect that a lot of the reason the Virtual Console games are "so expensive" is that the "hardware-developer" wants to make a fair ammount of money, the game publisher wants to make a fair ammount of money, and Nintendo wants to make a fair ammount of money. As an example:
For a Sega Master System game Sega wants $1.50, the publisher wants $2.00 and Nintendo wants $1.50 ...
Certainly, Nintendo makes a killing on their own games but I doubt that Sega would have allowed their systems to be emulated if Nintendo was going to have a dramatic price advantage ...
