I'm guessing that's what they did, anyway. There is no logical reason why we shouldn't be able to update both Usernames and Emails as they are obviously something we may want to change unless they set up their database wrong and now can't.
The fact MS charges for something that is as simple as an update SQL on a unique field that is unique is odd enough.
