Still says XB1 exclusive at Xbox.com where Fable Legends and Halo Wars 2 are listed as XB1 and Win 10. If they wanted to announce the PC version, they could have cleared it up shortly after like Sea of Thieves.
Could be a new development or an old one that was abandoned. It happens.
Since it's neither F2P or conducive to PC gaming tastes, i'd guess exclusive for a year at worst and fully exclusive at best. If they truly have plans to make this a franchise, Armature won't have time to port to PC, if they're working on a sequel.
I'm gonna go with Phil, that it's exclusive to Xbox one.
