Is Square Enix not in the running? FF, KH, Deus Ex, Hitman, Tomb Raider, Sleeping Dogs, among several others... Clear #1 for me
If not, it'd be down to one of these:

Capcom - RE, DMC/DmC, SF
Sony - ND, JPS, SMS
Bethesda - Elder Scrolls, Tango gameworks, Doom

Konami is out due to SH and Castlevania being dead (probably), and MGS's situation..
